The operating philosophy is deliberate research over volume. Propensity signals help prioritize accounts that may need the offer now. They are indicators, not proof of purchase intent. Final inclusion still depends on the criteria you agreed at intake.
If a delivered list misses the criteria agreed at intake, we adjust the filters and rerun the relevant portion.
